Alfonso Reyes is a physicist and a systems engineer from Los An des University in Colombia. He has a MSc in Computer Science from the University of Maryland (USA) and a PhD in Management Cybernetics from the University of Humberside in England. He did postdoctoral studies in Organizational Learning with Professor Raúl Espejo at the University of Lincoln in England. He ha s worked for the last twenty five years in addressing organisational problems in the public sector, specially in the administration of justice. He is a former adviser of the Ministry of Justice and the Attorney General in th e use of ICT to improve the efficiency of criminal case s in Colombia and was the chairman of a governmental Committe e to propose normative recommendations to improve the administration of Justice as part of the new Colombian Constitution in 1991. He has been an international consultant for the Interamerican Develo pment Bank and the Agency for International Development (USA) in applying management cybernetics to the public sector. He was a lecturer in the Department of Industrial Engineering at Los Andes University (Colombia) and has published several papers about individual & organisational learning and self-organiation from the point of view of second-order cybernetics. In March 2 009 he became president of the Universidad de Ibagué in Colombia. Currently he is the Dean of the Engineering School at Los Andes University.
Design of Regional System
The aim of this contribution is to describe, from the perspective of social cybernetics, the design of a regional system to catalyse local development processes by articulating the delivery of technological programs to undergraduates with innovative transformations of local and traditional food production farms. A pilot Project is being designed in Chaparral (in a small rural area in the south of Tolima – Colombia) using a German-made technology for aquaponics.
